Why is my ceiling fan wobbling or not working?

Wobbling is almost always a balance issue — dust buildup on the blades, or blades that have warped slightly unevenly over time. A fan that doesn't turn on at all is more likely an electrical or motor issue rather than a balance one.

Is this a DIY job or worth calling someone?

Cleaning the blades and checking that all the mounting screws are tight is a reasonable, safe first step for wobbling. A fan with no power at all, especially one that's older, is worth having checked rather than working on overhead wiring yourself.
