Why does my toilet have a weak flush or not flush at all?

A weak flush usually means the tank isn't filling with enough water before it flushes, or the flush valve (the flapper mechanism) isn't opening fully. A toilet that won't flush at all more often points to a clog than a mechanical failure.
Is this a DIY job or worth calling someone?
